Cloud SaaS and Mobile Platform Modernization for Public Safety Software Provider

Challenge
Courtware Solutions, Inc., the company behind JusticeONE®, is a Georgia-based GovTech provider that has developed and supported software for US government agencies since 1997. Its solutions cover 911 dispatch, law enforcement, school and university safety, court management, and other public safety processes.
Courtware had built a successful portfolio of government software, but changing expectations around mobility, security, automation, scalability, and user experience called for a broader technology update.
Instead of modernizing individual products in isolation, the company set out to establish a common SaaS platform for new applications and the gradual redevelopment of existing systems.

The technical architecture also had to account for the security and availability requirements of software used in law enforcement and emergency response.

SaM Solutions and Arke (now MSQ DX) joined Courtware’s team to turn this modernization roadmap into a working product platform.
A shared SaaS platform: JusticeONE®
The joint team introduced an Agile development process covering platform development, new products, and the migration of existing applications.
At the center of the modernization was JusticeONE®, a common multi-tenant SaaS foundation designed to support multiple products and customer organizations.
The platform consolidated shared services and administration, rather than requiring each application to maintain its own back-end infrastructure. It provided centralized management of system configuration, device licenses, and e-citation data while giving Courtware a foundation for introducing additional products over time.
The solution was hosted in Microsoft Azure Government to support CJIS compliance requirements, while Azure-based development and deployment tools supported the delivery process.

Mobile e-citation app for officers in the field
One of the applications delivered on the new platform was the JusticeONE® E-Citation App for iOS and Android phones and tablets.
The app lets officers create traffic and parking citations (tickets) directly from a mobile device. National Crime Information Center (NCIC) data can populate citation fields, while scanning capabilities capture information from driver’s licenses, registrations, and vehicle identification numbers. Completed citation data can then flow into the court management system for processing.
This gave officers an alternative to workflows that relied on laptops or dedicated mobile data terminals (MDTs), reducing the amount of information they had to type at the roadside.
The current JusticeONE® E-Citation product supports traffic, parking, and code-enforcement citations. It combines NCIC queries with license and registration scanning, address lookup, speech-to-text, digital signatures, mobile printing, and integration with other JusticeONE® products.

Calls for Service module for emergency dispatch
The team also developed the JusticeONE® Calls for Service (CFS) module for dispatch operations.
The web application covers the dispatch lifecycle from the initial 911 call through unit assignment and incident resolution. Dispatchers can record calls, select available units, track responses, and manage alerts and notifications within a single system.
SignalR and Microsoft Azure Service Bus support the real-time exchange of information needed during active incidents. The application also provides role-specific experiences for dispatchers and call takers, first responders, and system administrators.
The current JusticeONE® CFS Dispatch product includes real-time messaging for dispatchers and officers, unit activity tracking, configurable alerts, map-based officer locations, address validation, and administrative tools.

Connected public safety products
The e-citation and dispatch applications were built as parts of the wider JusticeONE® environment rather than stand-alone tools.
This shared architecture allows information to move between operational processes and provides a common foundation for product configuration, administration, and further development.
That model remains central to JusticeONE® today. Its current law enforcement suite integrates Dispatch, Mobile RMS, Records Management, e-citation, and NCIC capabilities throughout the incident response and reporting process.

Cloud delivery and DevOps
The project also established a common engineering workflow for an evolving SaaS product portfolio.
The team used Azure Pipelines for build and deployment automation, Azure DevOps Boards for development management, and Git for source control. Azure Functions and Azure Service Bus formed part of the cloud architecture alongside the .NET-based application stack.
This setup provided a repeatable delivery model for developing and bringing additional products onto the shared platform.
Success
The modernization project gave Courtware a common cloud foundation for developing and operating a connected family of public safety applications, rather than maintaining each product as a separate technology environment.
The solutions highlighted in the original project addressed two operationally critical areas: citation processing for officers in the field and emergency call management for dispatch teams.
Key outcomes
- Mobile citation processing: Officers can create and issue citations from iOS and Android phones and tablets.
- Less repetitive data entry: NCIC data and document scanning can automatically populate citation information.
- Connected court workflows: Citation data can pass from the mobile application into the court management process.
- End-to-end dispatch management: Dispatch personnel can handle calls, assign units, follow responses, and manage incidents through resolution.
- Real-time communication: SignalR and Azure Service Bus support timely updates during active dispatch operations.
- Centralized platform administration: JusticeONE® provides shared configuration, licensing, and data-management capabilities.
- A foundation for continued product development: The common SaaS architecture provides Courtware with a path to bring additional public safety products into a single connected environment.
The original e-citation and Calls for Service products were available to law enforcement agencies in Georgia and Tennessee. SaM Solutions’ engagement with Courtware continued beyond those initial releases, supporting the further development of the JusticeONE® platform.
Today, JusticeONE® offers its law enforcement products as an integrated suite spanning dispatch, field operations, records management, citations, and NCIC access — extending the shared-platform strategy established through the modernization program.
